It is the NeoCons who don't truly believe in democracy, because you don't trust non-Americans to find a way to democracy themselves. NeoCon ideology says foreigners must be "helped", "guided", "instructed", and punished when they don't measure up to American-defined standards. To the rest of the world, this is indistinguishable from colonialism, which is exactly what virtually every Asian, African, Latin American, and most European leaders and newspapers are calling it.
Colonialism is the exact opposite of democracy, and it is Orwellian to define one as the other, or to say you can achieve one by doing the other, which is what NeoCon ideology says.
