Nothing in either of your links demonstrates that UNMOVIC looked underground. In fact, what you provided demonstrates that the declaration they gave in 2002 was the same one in 1996 - nothing underground.

Btw, you need to check your math.

Whether or not this site has any illegal materials, the point is that there are things that the inspectors were unaware of, and would have never found.
