The money was borrowed in their name but without their consent. Plus the money was plundered and the people received no benefit. The folks that loaned the money to these savage crooks in charge of the levers of government showed horrendously bad judgement and should deserve to take some hurt because of that. Maybe in the future despots won't have such easy access to capital and will not have their despotism propped up as long.
