WEL trading at $0.23 after-hours.

With Kirkuk liberated, oil fields intact, the last remaining immediate savior for this company has not come to pass.

WEL still may have sufficient work in Iraq, and elsewhere, to survive...but the expectations of a windfall from an environmental calamity (as stated in the introductory post) will, quite obviously, not come to pass.
