If any informations systems department has not been changing their systems by now or did not start to do something about the century change a few years ago in their new system design's, then they are managed by a bunch of idiots.

You've summed up the situation perfectly -- Which happens to be why Dilbert books are so popular among software people :-)

Somehow, in spite of everything, private business somehow figures out how to solve the most important problems and make profit. I can understand why people have faith in them addressing Y2K problems...

But government is managed by imbeciles who make the "bunch of idiots" in private industry look absolutely brilliant. Imagine what will happen if governments at any level are unable to send entitlement cheques to people who burn down cities when they get pissed off. (Rember LA a few years ago after a Rodney King verdict.) Is there any reason what-so-ever to have faith in government's ability to address Y2K?
