Lets assume that "Big Daddy" Saddam was the only one in the region to possess ' le bomb', then other anti-American, anti- Israel, anti Western, leaders in the region would be pleading with him to let them have some, which would make them a much greater power as they could be used to threaten others. Saddam , in being the only one able to produce them, could perhaps safely sell a few at a marvelous profit, and achieve a greater stature as the marvelous "inventor" of a weapon that would give the East a chance to attain nuclear status.
Thats not hard to do, just build perhaps 3, shoot one off a as a demonstration, and then say OK, come and stop me if you want, but you will lose a few cities in the process.
This is not looking good, because the known attempt by Saddam to get longer range missiles, combined with the apparent attempt to get bomb material means that our suspicions were correct. And Saddam could have handed down the business to his sons?
It is water over the dam now, subject for a good book, perhaps the truth can be stitched together from found paperwork to verify whether that was the master plan
