C'mon man, the inspectors had been there since 1991, and it didn't work.

I think you're refering to the recent course whereby Saddam was given a final opportunity to voluntarily disarm, the inspectors were there to verify that he did so, and the universal conclusion was that he decided not to voluntarily disarm. That course didn't depend on time, it depended on his support for defanging himself, which was not there.
