It was not because of love of France or Russia. For example, Iraqi debt is held mostly by the Europeans and Russians and the UN controls lots of Iraqi oil for food money -- some $20 billion of it. Without loan concessions from the Europeans and Russians and the release of the oil for food money as well as elimination of reparation claims by Kuwait, Saudi Arabia, the Europeans, and the Russians (the US was already reimbursed for Gulf I), Iraqi reconstruction will cost US taxpayers many many many times what the Congress has allocated so far.

Like I said before the war started: the war will be a cakewalk, it's the aftermath I dread.
