Natural geographical boundaries, a distinct culture, a history of equitable governance, common language, blood ties, these are all factors in deciding whether one region is part of a nation or not. As an example, you may recall that I once posted on how diverse the Iranian population really is. What makes it one nation is that they have plenty of above factors in common: they all reside within the plateau of Iran (a plateau is a low land surrounded by mountains), they share a common culture, and perhaps most importantly, over centuries every ethnic group has had a chance to govern the whole country and they have all done so in more or less equitable terms. It is akin to realizing that what makes a husband and wife family is that they share common goals and want to be a family. Otherwise it is just a forced relationship.
