I think he underestimated our intelligence and our ability to put together a multifaceted response.
I believe that OBL will go down in history as a footnote on brutal failures.

I just can't wait to find out how the "Pan Arab" world starts behaving , when their eyes turn inwards , and start to comprehend the financial corruptions and they begin to find out just how completely screwed they have been all along by their own "leaders" ...
then watch the sparks start to fly .

How much , aside from being a brutal dictator, did Saddam and his forty thieves make off with per year ? Two , Three , four Billion ? More ?
All that oil money and his soldiers still fighting in tennis shoes ? Yep...

Yes Osama was a failure , though many over there don;t know it yet , will prolly mark the beginning of a neo-rennaissance throughout the kingdoms , something he will have hated . There's another "War on Terror" people keep forgetting . And that is unraveling the money trails . Sparks will fly and many more heads will roll when they wake up from their collective sleeps over there and see how screwed , duped , and taken to the cleaners they've actually been all these decades . And it wasn't the US screwing them, we were only trying to buy some of them off and pay for stabilization. And where did all that tonnage of money go ?

heads will roll...
