Rwanda and Uganda are part of the problem- skirmishing with the DRC. The Senegalese are there as part of a very small peace keeping force that obviously needs to be enlarged. I've no idea where the French are. Are you suggesting that if they don't go we shouldn't go- humanitarian need be damned? That seems rather petty. After all, we went to Iraq and the French didn't go. Why leave the Congo people to die?

I suspect if we, the US, tried for a large UN relief effort, it would happen. Are you suggesting our humanitarianism is depenedant on what other people are doing? Is that really what humanitarian aid is about? Does it matter who is standing by and letting it happen? Obviously we couldn't stand by and let Iraq happen (at least if you look at our actions- we were so humanitarian we had to go there without the UN), and the death toll there is nothing compared to the Congo, not to mention the refugees.

I think the UN is likely to approve relief aid and peacekeepers. They just don't like the idea of replacing leaders- and neither do I.
