Your guess is probably better than mine....I think though, if they are able to do it that fast, miracles will have to happen, considering the centuries old tribal fighting... I've often wondered how we were so very fortunate to have had the caliber of men (and their women) that we did during the Revolutionary War and afterwards, drafting the Declaration of Independence and eventually having 13 Colonies sign it. That took several years. I also wonder what they would think of some of the people in our House and Senate today, as well as the State Governments....
