Liberal democracies

Actually , 'Liberal Democracy' is a 'technical term' of this trade with a specific meaning as explained and used liberally <g> by Fareed Zakaria last night. It means a democracy which extends liberty to all its citizens. As a counterexample: some Afican nations have regularly scheduled democratic elections, with the winning group promptly trampling on individual liberties just as efficiently as the previous. They are poorly constrained by a weak legal and judicial system.

Madison feared the concentration of power so he was instrumental in checking it. The key to installing a Liberal Democracy is to insure that the Rule of Law exists before any regime takes office because, once in power, they will have very little motivation to implement additional liberties and anti-corruption measures. This means that a workable, administrative legal system and an independent judiciary based on the principles of the nation's constitution must first be in place.

So, although I understand the point you made, I was discussing a different matter.
