This is pure speculation on my part, but I think they're trying to go along the lines of Spiderman, i.e, they want a strong story and not just a non-stop action movie. It will be harder to portray a complete character out of the Hulk as he doesn't talk and isn't portrayed by an actor.
I think they might go for an approach something like the original Frankenstein.

If so , is that the right approach? I dunno. Spiderman even bored me a little in the beginning waiting for things to pick up, but they still did a good job developing his character.

The Hulk is meant to kick a$$. But remember what they did to the last big green a$$ kicking machine - they had him swim across the ocean just looking to peacefully lay his eggs. I'll never forgive them for that!

Still, the tank toss was sweeeet. At worst, I'll just stare at Jennifer Connolly...
