There is little to no room for interpretation. The quote you stated at the end about the proper way to fight re relative military forces is very clear:

"The art of using troops is this:
......When ten to the enemy's one, surround him;
......When five times his strength, attack him;
......If double his strength, divide him;

I guess all would agree that US military force is at least 10 times of what Iraq could hope to muster. So the best way to tackle the problem would be to "surround" them (a form of "sanctions"?), rather than "attack", because the best way to win is to win without going to war. If you read "Art of War", this is what Sun Tzu says in so many words elsewhere in the book as well.

I wish you would try to counter or accept that, rather than your "I stand by my interpretation", which is no argument at all, but a stubborn gesture.
