In the field, at an operational level, the UN track record is better - in particular it is very good when there is no strategic issue involved and the 'big guys' aren't watching.


At that level it's reputation is way ahead of it's performance. John could fill you in on that from the book by Priest, "The Mission." But I don't think he really wants to dwell on the UN failure. If we want to throw money down some third world ratholes, and make sure it does not end up in the leader's Swiss Bank account, better to give it to the NGOs.
