Why just Cuba? Why not the other dozen regimes with awful human rights record, support for terrorism and/or WMD programs? Why can't - or won't - the US impose its will unilaterally on the globe?

Because we can't and we won't. Thinking we can or will is a wet dream. Hypocrisy, selectivity, pragmatism, ideology, call it what you will. This is a one-off excursion.
