I think you miss the reality of the situation. There are no "effective deterrents." Any move in that direction will be discovered and will prove to be the end of the regime that attempts it. Russia has not used its nuclear capability in 50 years because it understands the risks of mutual assured destruction. Iran will never be allowed to "evolve an effective defense." The US is forging ahead with ABMs. New Patriot missiles have been deployed in Israel. These moves blunt any leverage from nations with a few nuclear missiles. I hope the leaders of the Islamic world see things more clearly and realize they need to "play nice."

I realize that much of this is Orwellian and difficult to take for the rest of the world. The good news is that the US and Israel are democracies and elected leaders reflect the electorates view of the world situation. Both countries want to live in peace and have no agenda of foreign conquest. The Israeli Labor party was willing to make what I believe were suicidal concessions for the promise of peace. The US reaction to attacks outside the US were very timid and caused the 9/11 miscalculation by Bin Laden. Both actions are rooted in their people's desire for peace and prosperity, not conquest.
