But the build-up to war may be just as effective in creating a "rally round the flag" effect, as the actual war.

That's my sense at the moment. Whether they actually take the country to war doesn't matter. I was being a bit facetious in the previous post. What matters is if they can use the "war" issue to mute criticism of their domestic social and economic policies. It's a classic Rovian strategy.
