US Army "Provincial Reconstruction Teams" in rebuilding Afghanistan.

This is the way to do it if we want to do grass roots reconstruction. The Soldier/builder/Aid giver gets a lot more respect from the locals than our NGO Liberal Arts College grads that want to "Do good."

The dislike of this type of program from the NGO people is ideological on top of the competition aspect. I remember reading about our SF guys going to the Iraq border in 91/92 to help the Kurd refugees. They were greeted with total distrust and hatred by the NGO "anti-war" charity types who were there. It was all "Euww, get these 'baby killers' out of here!"
