I believe that Bin Laden has aspirations and his attack was an attempt to raise the cost of US opposition. In the past, England in India, Israel in Lebanon, US Marines in Lebanon, "Western" powers have withdrawn in the face of the costs of violent reactions to their policies. 9/11 was not the first attack, but its magnitude and location elicited a reaction that Bin Laden probably did not anticipate. He has brought down two Islamic regimes and the US is not finished by a long shot.
