You probably have the computer you are using set up to a resolution or refresh rate that your monitor can't handle. Restart and boot to safe mode (probably by holding down the CTRL key during boot or tapping the F8 key a bunch of times right when you hear beeps). Do a search on Google for your operating system and safe mode. Then set your resolution and refresh rate to something your monitor can handle.
