There have been some attempts to coordinate a unified Arab stance, but none of them have succeeded. Including the very halfhearted war in 1948, which quickly degenerated to accusations of betrayal by the British-installed King Abdullah of Jordan.

Of course there is some wishful thinking on the part of some Arabs that they deserve an empire. My point is that the actual historical empire was based on Islam, not Arab ethnicity or nationalism. The ties of Arab rulers to their colonial masters are far stronger than their ties to each other. And this has been the case since the fall of the Ottoman Empire.
