All they had was the expired stuff we sold them, and most of that was useless.

I have never seen any evidence that we sold them chem weapons. But we did sell them material that is useful in making chem weapons. Germany sold them a lot more of similar stuff and it wouldn't surprise me if they got some from France, Russia or other countries. Chem weapons really aren't that hard to make. A Japanese cult made some nerve gas. A graduate student in chemistry could probably make some in his spare time. A country like Iraq committed to making it can and did make tons. The only question is did the inspectors ever find all of it. Its known that inspectors found tons of chem weapons but I think it would take super human inspectors to find it all.
