Tim, chemical weapons have been popular since WWI, which is about where Iraq's military capability pegs out. I think there is little question that Dubya made up the charges against Iraq. Which was silly. We went into Serbia for humanitarian reasons and Iraq would certainly have qualified for that reason. Of course, I suppose humanitarian reasons from a right winger would be laughed out of Congress, so he had to go the scare route.
