In both cases the actions stem from the same philosophy, that all gets decided in the backrooms of Washington US policy gets decided in Washington (backrooms or elsewhere). Canadian policy gets decided in Ottawa. French policy gets decided in Paris. Nothing unusual about that or much different about where or how US policy is decided. True, American policy will have more effect on the rest of the world. But every country sets their policy in terms of their national interest and the interest of different political groups within the country. Tim
