So we get to administer civil services. That still leaves thieves responsible for theft. The Iraqi's plundered Iraqi treasure. I cannot say I feel much sympathy over that.

It is also worth noting that at the time, and to a lesser extent now, people were still shooting at our soldiers. The military's and a soldier's duty to protect itself far exceeds the value of any antiquity on this planet.
