The troops follow orders. At the level of leadership I do blame the military. They came, they saw, they did nothing!

Of course the real responsibility goes to Bush and his cronies who rushed this operation because they knew that it was becoming more apparent that Iraq was not the world threat they were painting it. Even after skipping the obvious fact that they shouldn't have been there at all, once they got there they had responsibility to devote at least as much effort to law and order as they did to pulling down statues for the cable news channels.

Somehow I suspect you will try to make that Bush's fault. Simply because he is president.

Not simply because he was selected. It is his fault because there was ample warning that this would happen and once again he chose to disreagard it. By Bush I mean him and his administration.
