The troops had no idea what they would face in the cities, especially Baghdad.
That's why the planners make plans. In this case the planners didn't care doodly-squat about Iraq, it's history, or it's people. The orders were clear, guard the oil fields and the oil ministry building, if they rest burns then the rag-heads deserved it for being born in Iraq.
