There's little doubt that Iraqi Baathists were able to find a sanctuary in Syria.. Far more likely than in Iran or Turkey. And they had plenty of money to buy their passage, or resident visa.

But on the serious side, I think the reports are correct that Bush isn't interested in taking out Syria militarily. We have too much to do in Iraq to rebuild that nation. Syria can either play ball, or find somewhere else to obtain their oil. Because I'm not sure the Iraqis will be keen on selling it to a Baathist regime like the one they just got rid of. Especially when they have a more than willing customer in the US.
