The Iraqi army folded so quickly that the military did not have the time or reason to flatten the infrastructure. Much of the big money is to be made rebuilding Iraq, but you can't rebuild if it isn't broken. The looting provided the need for contracts to big contributers, and made sure that the U.S. would have to stick around. Imagine if the formerly downtrodden reconstituted a government within a few months and told Bush "Thanks for the liberation, but you can go now". The looting made sure that the exit could take place using the neocon timetable.
