I have never seen credible evidence of the most outlandish claims. They would not surprise me. Even opponents of the war admit that Saddam was one of the worst tyrants in history. There is a lot of competition for that role. Perhaps you have not looked closely at the typical antics of dictators. There is a very good book on the life and times of Peter the Great of Russia. Several chapters are devoted to his torture methods. He used to hire specialists from other countries to train his men and he conducted regular experiments on completely innocent peasants to see which methods worked best.
