The Bad Dog had to know they could count on the Marines staying out of the way long enough for the caper to be pulled off. The looting on the museum did not begin as early as the looting of other parts of the city. It is worth considering that the neocons were interested in diminishing the history of Metsopotamia and thereby increasing the power of the myth of AngoSaxon inevitability.

Another consideration is that the local Shia and Kurdish leaders may have formed a stable government too quickly if the infrastructure of the country was too intact because there was so little fighting. The neocons do not want to be asked to leave by some duly elected government, so they need to make sure that self rule is not an option until the infrastructure has been replaced. It will be replaced only as fast as suits the agenda. Museum looting could be caught up in the general order to let the government buildings be ransacked. They can't make the orders to the troops too detailed or the goal would be too obvious.
