That perhaps was an embarrassed silence. Embarrassment for Powell, that is. It is true that the U.S. does not ask for land. Perhaps that is because that land invariably contains pesky inhabitants who must be tended to.

No, we prefer to rearrange the goverment of the conquered to suit our needs instead of the needs of the natives. It's called "outsourcing".
