Jmo, but offshore outsourcing is ok with me. Lots of stuff can be done offshore more efficiently than can be done domestically. I agree with Medroogies however that in many cases the offshore guidelines have gone too far. It needs to be an objective judgment on the part of management, not some hard and fast rule. For example, if you have a project where the business requirements are not really nailed down (and unfortunately MOST IT projects are like this) you have a decision- either spend the time and $$ to nail down the BRDs and then outsource- OR, don't outsource and use a domestic IT team to work on BRs during the development phase. Those are the only 2 options imo. What you can't do is send fluid requirements to india, that just won't work irrespective of the quality of the indian team.

The other aspect of this which we are discussing here is bringing in foreign workers to work in the US, and the employment laws that need to be adhered to wrt this process. Imo american hiring managers have to adhere to diversity requirements but for some reason foreign nationals are excluded from these laws, I don't like that I think we should either abolish all diversity laws or make foreigners obey them also. That is just my opinion though.
