NO, they are NOT asked to "adhere to EEO laws", sorry. I already explained this to you, but for some reason you don't want to hear it.

At some companies like HP, managers are expected to take minority candidates over equally qualified whites, and if a dept is suffering something of a staffing imbalance, the position stays open until a minority can fill it.

At other companies, guidelines are issued which also need to be adhered to if the hiring manager expects to get decent reviews themselves. These guidelines usually stipulate that some members in a dept must be non-white.
