Because the core technology at virtually every technology company in the US was invented by americans. Indians only started coming here en masse 5 years ago. Prior to that, there were almost no H1-Bs anywhere. All of the phase I stuff at oracle, the kernel, the original ERP, all the code base were americans. The stuff at oracle now has a maintenance flavor to it, we never had that.
