Actually if you assume that the spending is a normal distribution, this theory can be applicable. Population is just the most popular field of use of statistics.

However the key point is that there is still $13B of spending missing in the current climate. It is useless to characterize a vendor as a winner or loser on a quarterly basis until you have a fair spending climate. This is exactly what all the analysts are doing.

My 2 cents worth of course.
