I alter my own photos all the time -- remove lint, a reflection, or sign, etc. One could call it tampering, I suppose.

If the US military shot a missile and downed a passenger jet, even if by accident, would never admit it? I think not -- I don't believe they would not want to jeapardize future funding for anything with such an admission. Doesn't mean they did in this case, of course. The other reality of situations like that is that witnesses come out of the woodwork with fabrications so they can be a star witness, so sifting through that crap can be very misleading. It would have been a fluke for somebody to have gotten a good video of it, considering that it would have so quickly (like 30 seconds maybe?).
