why is that after turkey's parliament refusal to let US get through to iraq they went back to reconsider when military insisted?

That is not what happened.

Ruling party brought a bill to allow US use of Turkish land and air space. Parliament rejected that bill. They waited a while for Erdogan to be elected into parliament. Then they resubmitted another bill that allowed only US use of air space, which was accepted.

Military did not insist squat. At one point, the head of the army said "We are fine with the deployment, it does not bother us if the Parliament agrees to it".

Trust me on this. I have a chunk of investments in Turkish markets and I follow their news very closely.

As for this statement:

turkey is not a real democracy as their democratic government is not the highest power in the country but answers to military

The democratic government is the highest power in Turkey. The army is a quasi-independent entity that keeps the government in check, since they are designated by the Constitution as "protector of democracy", with the right and the duty to step in when they feel it is in danger. It is a control mechanism.

If you recall, we were comparing Turkey and Israel for the role of a democratic influence in the region. In comparison, how do you explain Israel having no constitution and its laws being based on the Torah, not to mention preferential laws for the devout religious of the Jewish religion?
