The preferred method for controlling an unruly (and dangerous) crowd would be using tear gas. But that is banned by the Geneva conventions I believe Geneva conventions also ban firing on and, in certain instances, killing the said crowd. So tear gas would have been the better method, imho. You would probably agree that this incident did nothing for the US' popularity in Iraq. There may be more such incidents, and the US army should probably have other means to deal with crowds at hand than firing live rounds on them.
