No I don't think this is the same thing as China Culture revolution. Red Guard thing during China cultural revolution had nothing to do with training. No one trained them, just mob movement.

And even if during the China Cultural revolution, all the most important Chinese heritage WERE PROTECTED by PLA, so not even those mobs could ever touch them. Palace Museum, and Summer Palace had not have even one piece of national treasure got lost, nor one building got destroyed.

If you really want to draw some similarity, then I would compare the looting in Iraq in 21st century to the looting of YuanMingYuan in China during 19th century by the imperialists from France and Britain
