I don't think anyone does. Mainly Muslim Iraq will likely naturally not have whatever the people and leaders naturally wish it not to have. They get to live by their own evolving customs, rather than ours, or Hitler's. That the people in Iraq want freedom from SadDam and his ilk is natural, true, and not surprising. That they don't want us running the show much more than they'd like some Sad Dam tyrant doing so, is expected, anticipated, and being accommodated by plan. This is good. Watch and see. Your quoted Iraqi fellow says "If" we intend to occupy. We don't, and they'll soon know it.
