Viewing image files with IE6

I last updated IE about 6 weeks ago on my W98 machine, and since then I have encountered this strange behavior: I have IE set as the default program for opening local image files, and have no problems with *.gif or *.mpeg files. However, every time I try to open a *.png file, a browser window opens and displays the small image icon you usually see before an image loads. The image never appears unless I use this same browser window to connect to a web site and then hit the back button to return to the image, which is then properly displayed.

If I try to open a file from within IE I get a dialog box asking me to type in the internet address of the file or folder, or to Browse my directories to find the file. If I navigate to the desired file and click open, it fills in the path in the dialog box, and when I click OK it opens up a new browser window instead of using the already opened window. These behave the same as if I had launched the files from a directory (*.gif and *.mpeg display, but *.png do not).

Perhaps there are some settings I have wrong, but I can't find them. Anyone know what is going on here?
