re: "IMO the truth may be simpler: incompetence."

Davis complained to President Clinton in August 2000. He complained about the high prices of wholesale electric power, complained about "out of State producers", and asked President Clinton for help. The month before, he asked the FERC for help.

In a later interview (2002) with the San Diego Union-Tribune, he said: "I think the world of President Clinton but the Clinton administration didn't give us any help. They were just trying to get us to raise rates 300-400 percent and I wasn't going to do that."

Davis' problem, was that he was counting on the Clinton Administration to rescue CA during the power crisis, and the help never came.
