In the San Deigo Union interview, Gray Davis disagrees with you.

As soon as President Bush's nominees were sworn in at the FERC, they voted for a hard ~$90/MW cap on Wholesale Electricity Prices. I believe that yes, the caps were temporary, but they were in effect till this year.

Before that time (late May of 2001), all the FERC Commissioners were still Clinton Appointees and two of three were Democrats.

IMO, If Davis can be blamed of anything, it is that he did not tell the world that CA was being jacked, and ask the President for help (on National TV) - while welcoming Delegates to the Democratic Party's National Convention in Los Angeles and remind them to turn their air-conditioners and lights off in their hotel rooms while they weren't occupied.
