I was not implying 'civilian policing' as an immediate action item. I was implying, that once a land has been occupied, and some order has been established, the Brits have experience in relinquishing control to the locals (same examples as in your post) gradually over a period of time.

The big difference IMHO, is the Brits dont typically try to acieve it in a year or a few months. Sometimes it takes decades, and they have the fortitude to go thru it.
