True , you are right,
They did leave behind them Organization and an educated class, they did do their best to witraw in an orderly fashion
That made the difference between the British Colonies and the Spanish ones, South America was plundered and left without anything , While North America was left with a Judicial System, Organization, Infrastructure etc.
India was left with a good Road and communication system, Judicial System and the railroads , but I still think that they didn't do it for the benefit of the natives, they did it for a good Control and orderly Colonization, as for the communication systems it was for the same reason the Romans did it, for the economic growth and taxes and for the easy mobilization of the Colonial Troops.
In the Israeli-Palestinian case they left very orderly with the hope of coming back, they took away the weapons from the jews and gave the Arabs all the Police Stations and fortified positions
