Do you have any doubt that the parts will get in regardless of the technical details of the sanctions? Or is the US going to be prosecuted for illegal importation of cruise missiles and other nasties into Iraq?

Lifting the sanctions has absolutely nothing to do with getting aide to Iraq. But it has everything to do with who is going to control the Iraqi oil money, the reconstruction, and the formation of an Iraqi government.

And given that the war was allegedly justified by a UN resolution, the UN has a responsibility to see to it that any decision is in Iraq's best interest.

It is that simple.

I'm sorry that you are having a hard time dealing with that reality.
