Dear Kenneth: They are not running the government they are running the SERVICES in light of having NO GOVERNMENT to oversee at the moment. IMHO the GOVERNMENT will come AFTER they adopt a Constitution and it is MY HOPE that their constitution provides for a SECULAR GOVERNMENT much like Turkey. But in the meanwhile it should come as NO SURPRISE that the Shiite clergy are stepping in, they most likely represent the ONLY functioning group in the area where they are the majority. jdn
